A. = Measure the circumference of the forehead with a tape measure. 
You must make sure the tape measure is tight against the head.
B. = Measure the full length of the face around the top of the head,
 under the chin. 
You must make sure the tape measure is tight around the face.
C. = Measure around the neck.
You must make sure the tape measure is comfortable around the neck.
